Extraction and drying, and what the equipment is doing
Extraction is the loud part and the short part. Standing water comes up, wet carpet pad comes out, and the room stops getting worse. Drying is the slow part and it is the part that decides whether the job worked, because the water that matters is already inside the plaster, the timber and the cabinet base, and no amount of mopping reaches it.
What the equipment does is hold the room in a state where that water wants to leave. Air movers keep a fast, dry layer against the wet surfaces so the water at the face keeps evaporating; a dehumidifier takes that water back out of the air so the room does not simply saturate and stop. The number that matters is the meter reading inside the material, taken on the same spots each day until it matches a dry part of the same house.
One local wrinkle. In June the outdoor air here is unusually dry, which sounds like it should help and often does. In a closed room with the cooling running it can be the opposite, because the air the machines are working with is the air already in the house. It is a reason to ask what the readings are, not a reason to guess.
Where the water goes in a house built on a slab
Houses here sit on a concrete slab. The Census Bureau's foundation table for new single-family houses completed in the West puts seventy percent of them on one, and the share has climbed every year since 2023. It is the single most useful thing to know about water in a Moreno Valley house, because it decides where the water is when you find it.
There is no lower level for it to run down into and disappear. It runs flat instead. It travels under the vinyl or the laminate, follows the line of the slab to wherever the floor is a little low, and gets under the bottom plate of the walls it reaches. That is why a kitchen leak turns up as a damp patch at the base of a hallway wall twelve feet away, and why lifting one plank tells you almost nothing about how far it went.
It also means the wet edge is often hidden rather than absent. A slab holds cold, so a floor can feel dry underfoot while the material sitting on it is still holding water. The useful instrument is a meter and a moisture map of the whole floor, not a hand.
Summer leaks from coolers and condensate lines
This is the one nobody writes about, and it is the most common summer call in a climate like this one. NOAA's normals for the station inside the city put about a hundred days a year at 90F or above. Something has been running to cool the house on every one of them, and most of the things that cool a house here are water appliances.
An evaporative cooler carries a water supply to a unit that is usually on the roof or in a gable, directly over a hallway or a bedroom ceiling. Air conditioning does not use water but it makes it: a working system pulls litres a day out of the air and sends it down a condensate line, and that line runs from a closet or an attic air handler across the house to a drain. Both of them fail quietly. A cooler float sticks, a condensate line blocks with the dust that a dry summer produces in quantity, and the overflow goes into a ceiling nobody looks at.
The symptom is a ring on a hallway ceiling in August, a wall that is damp at head height and dry at the skirting, or a closet floor that smells before it looks wrong. If that is what you are looking at, say so in the request, because it changes where a contractor starts.
Storm water, and why the season is so short
Nearly three quarters of the year's rain falls between December and March, in a handful of storms rather than steadily. That is the arithmetic behind a fact the City of Moreno Valley states plainly on its own flood protection page: floodwaters can rise very fast with little warning. Ground that has been dry for eight months does not take a heavy hour well, and the water finds the low door threshold, the garage, and the patio slider before it finds a drain.
The city also notes that its flood mapping includes areas where hazards are undetermined rather than absent. Being outside a mapped floodplain is not the same as being outside the water, which is worth knowing in February and useless to discover in it.
Slab leak damage, and the part that is not our trade
A supply line running inside or under the slab can fail without anything visibly leaking. The first signs are indirect: a warm patch on a tiled floor, a water bill that has moved without any change in habits, the sound of water when nothing is running, or a hairline crack that has opened in a doorway.
Two separate jobs follow, and they are done by different trades. A plumber locates and stops the leak. That is not what this site is for and we do not route it as ours. Restoration work sorts water into three categories, and the label is not bureaucratic: it decides what can be dried and kept and what has to be removed. What to document for a water damage claim
